Abstract

The study aimed to identify the administrative principles that came in the Covenant of Imam Ali (peace be upon him) to Malik al-Ashtar, in addition to revealing the problems resulting from the application of Western administrative systems, where a vision was proposed to develop administrative practices in Yemeni Universities, relying on the contents of the Covenant, and it consists of: A set of results, the most important of which is the development of financial resources, confronting aggression, cultural construction and development work. The study also presented a mechanism for implementing the vision, which begins with the dissemination of the covenant culture, the amendment of legislation and cultural construction. Requirements were also set to ensure the success of the vision, the most important of which are:

- Legal modifications.

- Senior leadership commitment.

- Financing
